Windsor Regional Hospital is one of the largest acute care hospitals in Ontario and serves as the regional provider of advanced healthcare services for Windsor and Essex County. Operating across multiple campuses, the hospital delivers a comprehensive range of acute, ambulatory, and specialized programs, including regional services in complex trauma, cardiac care, renal dialysis, stroke and neurosurgery, intensive care, cancer care, mental health, maternal and child health, and pediatric services. The hospital plays a central role in supporting both primary and highly specialized care for a growing and diverse community of approximately 400,000 residents.
The Opportunity:
Reporting to the President & Chief Executive Officer of Windsor Regional Hospital and Erie Shores HealthCare, the Integrated Regional Vice President, Diagnostic & Therapeutic Services is a transformative executive leadership role with accountability spanning two hospital corporations, regional healthcare networks, and provincial priority programs.
Distinguishing this position from a traditional hospital executive role, the Vice President provides leadership across two independent hospitals while also overseeing regional programs serving the broader Erie St. Clair Health System, including Cancer, Regional and Shared Pharmacy / Lab Services, and other specialized services. Working at the intersection of organizational, regional, and provincial priorities, the Vice President leads regional planning, system integration, service coordination, capacity management, and quality improvement, collaborating with physicians, hospital leaders, Ontario Health, academic and community partners, and government stakeholders. This unique executive opportunity extends well beyond a single organization, offering the ability to shape integrated, sustainable, and patient-centered healthcare delivery across Windsor-Essex and Erie St. Clair.

What You’ll Be Responsible For:
Strategic Leadership
- Develop and implement an integrated strategic vision for Diagnostic and Therapeutic Services across WRH and ESHC.
- Lead regional planning and transformation initiatives that improve access, quality, patient outcomes, and operational efficiency.
- Identify opportunities for integration, standardization, regionalization, and innovative service delivery models.
- Advance organizational and regional priorities consistent with Ontario Health directions, provincial healthcare strategies, and organizational strategic plans.
- Support planning initiatives related to the New Windsor-Essex Acute Care Hospital and broader regional healthcare transformation.
- Foster a culture of continuous improvement, innovation, accountability, and excellence.
Operational Leadership
Provide executive oversight and leadership for:
Laboratory Services
- Regional laboratory operations and strategic planning.
- Accreditation, regulatory compliance, quality management, and patient safety.
- Laboratory modernization, automation, digital transformation, and technology initiatives.
- Workforce planning, recruitment, retention, and succession planning.
Diagnostic Imaging Services
- Medical Imaging services, including MRI, CT, Ultrasound, Nuclear Medicine, Interventional Imaging, and X-Ray across both organizations and cancer services.
- Access management and capacity planning to meet patient and regional needs.
- Strategic equipment replacement and capital planning.
- Advancement of digital imaging technologies, artificial intelligence initiatives, and innovation opportunities.
Pharmacy Services
- Clinical and operational pharmacy services across both organizations and cancer services.
- Executive leadership of Regional Pharmacy Services (evenings/nights) throughout Windsor – Essex County and Chatham-Kent.
- Medication safety, stewardship, and evidence-based medication management practices.
- Formulary governance and drug utilization management.
- Development of advanced clinical pharmacy practice and integrated medication management models.
Regional Cancer Services
- Strategic and operational leadership and quality performance of Regional Cancer Services, for Windsor-Essex, Chatham-Kent, and Sarnia-Lambton.
- Manages local operations at the Windsor Regional Cancer Centre and the Erie Shores HealthCare Satellite Centre in Leamington.
- Coordinates regional cancer system planning with Ontario Health (Cancer Care Ontario) and achievement of Ontario Health and provincial cancer program performance targets.
- Development and implementation of initiatives that improve patient access, quality, outcomes, and experience across the cancer continuum.
- Collaboration with regional providers to strengthen prevention, screening, diagnosis, treatment, survivorship, and supportive care services.
Enhanced District Stroke Centre
- Executive leadership of Regional Stroke Services throughout Windsor – Essex County.
- Integration of hyperacute, acute, rehabilitation, recovery, and community stroke services.
- Achievement of provincial stroke performance standards and best practices.
- Leadership of regional quality improvement and system planning initiatives.
Regional Program Leadership & Health System Integration
The Vice President serves as a regional health system leader, providing executive oversight and accountability for designated regional programs and specialized services that support patients and healthcare organizations across Erie St. Clair.
Regional Leadership & System Integration
- Provide executive leadership for regional programs and services operating across multiple healthcare organizations within Erie St. Clair.
- Lead regional planning, service integration, and system transformation initiatives involving hospitals, physicians, community providers, Cancer Care Ontario/Ontario Health, and other stakeholders.
- Develop and implement regional strategies that improve access, quality, patient outcomes, workforce sustainability, and system performance.
- Establish regional performance expectations and accountability frameworks aligned with provincial priorities and funding requirements.
- Ensure compliance with provincial accountability agreements, quality standards, accreditation requirements, and regulatory obligations.
- Represent Windsor Regional Hospital, Erie Shores HealthCare, and designated regional programs at regional, provincial, and sector-wide committees and leadership forums.
- Foster strategic partnerships that advance coordinated, patient-centered care across the healthcare continuum.
Regional Cancer Program
- Provide executive leadership and oversight for the Erie St. Clair Regional Cancer Program.
- Lead regional cancer system planning, performance improvement, and service delivery strategies in alignment with provincial priorities.
- Monitor and enhance performance against provincial quality, access, safety, and patient experience indicators.
- Collaborate with regional and provincial partners to advance innovation, improve outcomes, and strengthen the cancer care journey across the region.
Regional Pharmacy Services
- Provide executive oversight for regional pharmacy programs, shared service models, and specialized pharmacy initiatives across Erie St. Clair.
- Lead regional overnight and after-hours pharmacy services supporting multiple healthcare organizations throughout the region.
- Advance medication safety, antimicrobial stewardship, clinical pharmacy practice, formulary alignment, and pharmacy modernization initiatives.
- Identify and implement opportunities for service integration, resource optimization, technology adoption, and operational efficiencies across partner organizations.
Quality, Patient Safety & Clinical Excellence
- Champion a culture of patient safety, clinical excellence, innovation, and continuous quality improvement.
- Ensure compliance with Accreditation Canada standards, legislative requirements, and professional practice obligations.
- Lead evidence-informed quality improvement initiatives that drive measurable improvements in outcomes and service delivery.
- Monitor key performance indicators and implement strategic action plans to achieve and sustain results.
- Promote adoption of leading practices, innovation, and digital solutions across all areas of accountability.
Financial & Resource Stewardship
- Accountable for operating, capital, and regional program budgets across the integrated portfolio.
- Ensure effective stewardship of financial, human, technological, and physical resources across multiple organizations and service lines.
- Lead capital planning, business case development, and major equipment and infrastructure investment strategies.
- Identify opportunities for shared services, regional efficiencies, and sustainable resource utilization.
- Advance long-term financial sustainability and value-based healthcare initiatives.
Leadership & People Development
- Lead, mentor, and develop a high-performing team of directors, managers, professional practice leaders, and clinical leaders across multiple sites and organizations.
- Foster a culture of engagement, accountability, collaboration, and inclusivity.
- Support talent acquisition, succession planning, leadership development, and workforce sustainability strategies.
- Promote positive labour relations and productive partnerships with bargaining units and professional associations.
- Advance organizational commitments to equity, diversity, inclusion, and belonging.
Physician & Clinical Partnerships
- Partner closely with Chiefs, Medical Directors, and physician leaders across Laboratory Medicine, Diagnostic Imaging, Oncology, and Pharmacy Services.
- Foster physician engagement in strategic planning, quality improvement, innovation, research, and operational excellence.
- Support physician leadership development and regional clinical integration initiatives.
System, Academic & Community Partnerships
- Collaborate with Ontario Health, regional hospitals, community organizations, academic institutions, research partners, and primary care providers.
- Strengthen partnerships that support integrated care delivery, seamless transitions, and improved patient experiences.
- Advance opportunities for innovation, education, research, and health system transformation.
- Represent WRH, ESHC, and regional programs at provincial, regional, and national forums.
The Ideal Candidate:
- Master’s degree in Health Administration, Business Administration, Public Administration, Health Sciences, Nursing, or a related field; relevant professional designation or registration where applicable.
- 15+ years of progressive executive leadership experience within a complex healthcare or health system environment, ideally spanning multi-site and regional accountabilities.
- Proven success leading diverse clinical and operational portfolios, with accountability for strategy, quality, operations, finance, people, and organizational performance.
- Demonstrated experience advancing health system transformation, regional integration, strategic planning, operational excellence, and large-scale change.
- Comprehensive knowledge of Ontario’s healthcare system, including policy, funding, regulatory and accountability frameworks, and provincial priorities.
- Strong financial and business acumen, with experience managing significant operating and capital resources and ensuring effective stewardship.
- Proven ability to build and sustain strategic partnerships with physicians, healthcare leaders, Ontario Health, government, academic institutions, community organizations, and other system partners.
- Exceptional communication, collaboration, influencing, negotiation, and political acuity, with the ability to build consensus and lead through complexity and ambiguity.
- Demonstrated ability to build high-performing, inclusive and accountable teams, develop talent, foster innovation, and drive continuous improvement.
