Windsor Regional Hospital is one of the largest acute care hospitals in Ontario and serves as the regional provider of advanced healthcare services for Windsor and Essex County. Operating across multiple campuses, the hospital delivers a comprehensive range of acute, ambulatory, and specialized programs, including regional services in complex trauma, cardiac care, renal dialysis, stroke and neurosurgery, intensive care, cancer care, mental health, maternal and child health, and paediatric services. The hospital plays a central role in supporting both primary and highly specialized care for a growing and diverse community of approximately 400,000 residents.
The Director, Planning and Design is responsible for leading the planning, design, and execution of large‑scale hospital redevelopment initiatives, including the Fancsy Family Hospital project and the Ouellette Site Redevelopment. Reporting to the Vice President of Redevelopment, this role serves as a core member of the Redevelopment leadership team and provides strategic oversight across planning, design, procurement, construction, commissioning, and project close‑out phases.
The Director ensures that all planning and design activities reflect the hospital’s long‑term strategic vision while integrating clinical, operational, and organizational perspectives. This role acts as a key liaison between internal stakeholders, external consultants, regulatory bodies, and community partners to ensure the successful delivery of complex, high‑value healthcare infrastructure projects.

What You’ll Be Responsible For:
Planning, Design, and Execution
- Leading all planning and design activities for large‑scale redevelopment projects across Windsor Regional Hospital sites.
- Ensuring projects align with the hospital’s long‑term strategic vision, approved design principles, and community expectations.
- Translating clinical, operational, and best‑practice research into functional requirements and Project Specific Output Specifications (PSOS).
Stakeholder and Regulatory Engagement
- Coordinating closely with senior leadership, clinical teams, user groups, and external consultants to advance planning and design deliverables.
- Preparing, submitting, and supporting approval materials for regulatory authorities, including government ministries, infrastructure agencies, and municipal partners.
- Introduce planning phases to clinical leadership, guide participation, and proactively address concerns or impacts on service delivery.
Capital Project Delivery
- Providing oversight for projects delivered through alternative financing and procurement models, from early planning through construction and commissioning.
- Leading RFQ and RFP processes, supporting bid evaluations, and advancing recommendations through senior management to the Board.
- Directing the day‑to‑day management of architectural, engineering, and consultant teams during design, procurement, and construction phases.
Design Development and Integration
- Overseeing development of room data sheets and functional layouts, ensuring alignment with clinical workflows and operational plans.
- Validating furniture, fixtures, and equipment (FF&E) requirements in collaboration with hospital and external specialists.
- Monitoring the impact of equipment procurement on design and construction, integrating requirements into specifications and project agreements as needed.
Municipal and External Coordination
- Working with municipal and county authorities to ensure zoning, planning approvals, and site plan obligations are fully met.
- Supporting planning and coordination of ancillary developments, such as innovation parks or medical office buildings.
- Leading specialized studies and consultant engagements related to workplace design, wellness standards, and hospital innovation.
Governance, Reporting, and Risk Management
- Identifying and resolving project issues proactively, maintaining alignment with approved schedules and budgets.
- Collaborating with scheduling, ICAT, and operational consultants to mitigate risks and manage project dependencies.
- Preparing reports and briefings for the Board of Directors, Capital Planning Advisory Committee, and senior leadership teams.
Care Environment and Compliance
- Ensuring hospital designs promote patient‑ and family‑centred care, staff wellbeing, and high‑quality work environments.
- Confirming that all planning and design outcomes meet or exceed accreditation, legislative, and occupational health and safety standards.
- Supporting the development of frameworks for successful transitions into operations following construction completion.
The Ideal Candidate:
- Post-Secondary Degree in Architecture, Engineering, or other related technical discipline, with significant progressive experience in capital project delivery.
- 5 – 10+ years of progressive experience in the design, scheduling, costing, tendering, and administration of large development and construction projects.
- Demonstrated experience leading the planning and design of healthcare facilities, including hospitals or major healthcare redevelopment initiatives, with a strong understanding of clinical workflows and operational requirements.
- Proven experience working with government ministries, infrastructure agencies, municipalities, and other regulatory authorities, including the preparation and approval of submissions, reports, and compliance documentation.
- Strong understanding of alternative project delivery models, including public‑private partnerships, as well as experience with functional programming, master planning, and Project Specific Output Specifications.
- Established leadership presence with the judgment, credibility, and interpersonal skills required to inspire confidence among executives, clinicians, consultants, contractors, and community stakeholders.
- Strong commitment to collaborative, team‑based approaches, with experience building consensus and alignment across diverse professional groups in complex, matrixed environments.
- Demonstrated experience leading and supervising professional teams, including internal staff, consultants, and external partners, with accountability for results, timelines, and performance outcomes.
- Experience managing corporate service functions related to capital projects, including budget development, financial monitoring, reporting, systems oversight, and documentation controls.
Complimentary Experience:
- Exceptional verbal, written, and presentation communication skills, with the ability to convey complex technical and clinical concepts to both technical and non‑technical audiences.
- Proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, Visio, and Project, and comfort working with project management and scheduling tools.
- Strong relationship‑building skills, with a demonstrated ability to work effectively in partnership with internal teams, external consultants, government agencies, and community stakeholders.
- Highly self‑directed, with the initiative, adaptability, and resilience required to manage ambiguity, competing priorities, and evolving project requirements in a dynamic healthcare environment.
- Demonstrated ability to work respectfully and effectively with individuals from diverse backgrounds, professions, and perspectives, fostering an inclusive and collaborative workplace culture.
