Director, System Optimization – Windsor Regional Hospital

Windsor Regional Hospital is one of the largest acute care hospitals in Ontario and serves as the regional provider of advanced healthcare services for Windsor and Essex County. Operating across multiple campuses, the hospital delivers a comprehensive range of acute, ambulatory, and specialized programs, including regional services in complex trauma, cardiac care, renal dialysis, stroke and neurosurgery, intensive care, cancer care, mental health, maternal and child health, and paediatric services. The hospital plays a central role in supporting both primary and highly specialized care for a growing and diverse community of approximately 400,000 residents.
The Opportunity:
Reporting to the Clinical Vice President, the Director, System Optimization is responsible for advancing organizational performance, patient access, capacity optimization, and system-wide transformation initiatives across the hospital.
Working collaboratively with clinical, physician, operational, and corporate leaders, the Director leads the identification, design, and implementation of strategies that improve patient flow, operational efficiency, quality of care, and overall system performance. This role serves as a catalyst for change, bringing together diverse stakeholders to address complex organizational challenges and create sustainable improvements that support both current operations and the future delivery of healthcare services.

What You’ll Be Responsible For:
Strategic Leadership & Organizational Performance
- Provide strategic leadership for hospital-wide system optimization initiatives aligned with the organization’s mission, vision, and strategic priorities.
- Translate organizational goals into actionable plans and measurable outcomes that improve operational and clinical performance.
- Identify emerging opportunities, risks, and challenges related to patient access, capacity management, and system utilization.
- Serve as a trusted advisor to executive leadership on matters related to operational effectiveness, organizational performance, and healthcare transformation.
- Promote a culture of continuous improvement, innovation, accountability, and evidence-based decision-making throughout the organization.
- Support the operational planning and implementation of future healthcare delivery models, infrastructure expansion, and organizational transformation initiatives.
Patient Access, Capacity & Flow Optimization
- Lead organization-wide efforts to improve patient access, capacity utilization, and patient flow across the continuum of care.
- Analyze patient journeys through Emergency Services, Diagnostic Imaging, Inpatient Services, Surgical Programs, and other clinical areas to identify barriers, delays, and service gaps.
- Partner with clinical and operational leaders to develop solutions that improve coordination, transitions, handoffs, and patient movement throughout the hospital.
- Advance initiatives focused on length of stay reduction, discharge efficiency, Alternate Level of Care (ALC) management, and capacity optimization.
- Identify and address system bottlenecks that require cross-functional collaboration and enterprise-level solutions.
Continuous Improvement & System Transformation
- Lead complex, cross-functional improvement initiatives spanning multiple clinical, operational, and corporate departments.
- Utilize Lean methodologies, process redesign, quality improvement tools, and change management principles to improve organizational outcomes.
- Facilitate process mapping, workflow assessments, root cause analyses, and future-state design activities.
- Design, implement, and evaluate sustainable improvement initiatives aimed at reducing variation, improving quality, and enhancing patient and staff experience.
- Support the standardization of processes, operating models, and best practices across the organization.
- Identify opportunities to leverage technology, data analytics, and innovative care models to optimize performance and service delivery.
Performance Analytics & Data-Driven Decision Making
- Collaborate closely with Decision Support and organizational leaders to establish meaningful performance indicators aligned with strategic and provincial priorities.
- Develop and monitor dashboards, scorecards, and reporting mechanisms that support informed decision-making.
- Analyze performance trends, utilization patterns, capacity pressures, and operational outcomes to identify improvement opportunities.
- Utilize benchmarking, evidence-based practices, and comparative analytics to evaluate organizational performance against leading healthcare organizations.
- Establish performance measures and success indicators for optimization initiatives and monitor progress toward achievement of desired outcomes.
- Support leaders in translating performance data into actionable improvement strategies.
The Ideal Candidate:
- Post-secondary degree in Healthcare, Business, Health Administration, or other related disciplines.
- 7 – 10+ years of progressive leadership experience within healthcare or a similarly complex environment.
- Certification in Lean, Quality Improvement, Project Management, Change Management, or related methodologies.
- Demonstrated success leading large-scale operational improvement, system optimization, performance transformation, or organizational change initiatives.
- Strong knowledge of hospital operations, patient flow, capacity management, healthcare performance, and acute care delivery.
- Experience working across multiple departments and stakeholder groups to achieve enterprise-wide outcomes.
- Proven ability to influence and collaborate with physicians, executives, operational leaders, and frontline teams.
- Experience utilizing data analytics, performance measurement, benchmarking, and financial analysis to support strategic decision-making.
- Strong understanding of Ontario’s healthcare system, provincial priorities, and healthcare performance indicators.
