Windsor Regional Hospital (WRH) is one of the largest community hospitals in the Province of Ontario and is also the largest employer in Windsor and Essex County. WRH is regional provider of advanced care in areas that include complex trauma, renal dialysis, cardiac care, stroke and neurosurgery, intensive care, acute mental health, the Family Birthing Centre, neonatal intensive care, paediatric services, regional cancer services, and a broad range of medical and surgical services required to support these specialized areas for more than 400,000 people in Windsor and Essex County. The Opportunity
Reporting to the Vice President, Chief Human Resources Officer, the Director, Human Resources will provide leadership for the Hospital’s labour and people strategy. This is a senior leadership role with broad organizational scope and accountability, requiring the ability to move confidently between long-term strategy, complex labour relations, organizational transformation, and day-to-day operational realities.
The Director, Human Resources will serve as a trusted advisor to senior leaders and other key stakeholders, translating organizational priorities into workforce strategies that strengthen performance, engagement, recruitment, retention, leadership effectiveness, and organizational resilience. The role will also play a central leadership role in preparing WRH and Erie Shores HealthCare workforce and culture for significant system transformation and the future state of healthcare delivery in Windsor-Essex.

Key Responsibilities
- Act as a trusted strategic advisor to the Senior Leadership Team, Board committees and leaders across the organization on complex people, organizational, labour and cultural matters.
- Evolve the Hospital’s overall people and culture strategy, including workforce planning, talent acquisition, retention, succession planning, leadership development, employee engagement, organizational effectiveness and change management.
- Provide senior-level leadership for labour and employee relations, including collective bargaining, interpretation and administration of multiple collective agreements, grievance management, mediation, arbitration, conflict resolution and constructive relationships with bargaining agents.
- Provide input to strengthen HR policies, programs and practices that support a safe, respectful, inclusive and high-performing workplace and ensure compliance with applicable legislation, regulations, professional standards and collective agreements.
- Partner with senior leaders to strengthen performance management, accountability, employee experience, using data and evidence to identify opportunities and measure impact.
- Develop and use workforce metrics, dashboards and key performance indicators to monitor trends, identify risks and opportunities, inform executive decision-making and measure the effectiveness of HR programs and investments.
- Lead HR change management and organizational readiness associated with major transformation initiatives, including the planning and development of the future Windsor-Essex hospital system and evolving models of care.
- Foster a culture of equity, diversity, inclusion, accessibility and belonging, ensuring people practices are reflective of the communities WRH serves and support an inclusive employee experience.
- Build strong partnerships with internal and external stakeholders, including professional staff, unions, educational institutions, healthcare partners and community organizations, to strengthen workforce capacity and organizational reputation.
- Ensure sound HR governance, risk management, confidentiality and legal compliance while promoting consistent, fair and transparent application of policies and practices across the organization.
- Lead, develop and inspire the Human Resources team, establishing clear priorities, service standards, accountability and a culture of continuous improvement.
- Lead labour relations planning and workforce strategies associated with major organizational transformation initiatives, and evolving workforce requirements.
- Ensure strong governance, risk management, confidentiality, and consistent application of employment and labour-related policies and practices across the organization.
- Lead, coach, and develop members of the Human Resources team, fostering accountability, collaboration, service excellence, and continuous improvement.
Qualifications and Experience
- Post-secondary degree in Human Resources, Business Administration, Industrial Relations, Organizational Development or a related discipline; a graduate degree is an asset.
- CHRL designation, or eligibility for designation, is strongly preferred.
- Fifteen (15) or more years of progressively senior human resources experience, with demonstrated enterprise-wide leadership responsibility and significant experience advising senior executives.
- Substantial leadership experience within a complex, unionized environment; healthcare experience is strongly preferred.
- Demonstrated success leading labour relations across multiple bargaining units and collective agreements, including negotiations, grievances, mediation and arbitration.
- Proven experience developing and executing enterprise HR strategies spanning workforce planning, talent management, recruitment and retention, leadership development, employee engagement, organizational effectiveness and total rewards.
- Experience leading organizational transformation, change management and workforce readiness initiatives in a complex, highly regulated environment.
- Strong knowledge of Ontario employment, labour and occupational health and safety legislation, human rights, accessibility requirements and related regulatory frameworks.
- Exceptional executive presence and communication skills, with the ability to influence, negotiate and build credibility with senior leaders, employees, unions and external stakeholders.
- Strategic and analytical thinker who can translate workforce data and organizational trends into practical recommendations and measurable action.
- Demonstrated ability to lead through complexity, ambiguity and competing priorities while maintaining sound judgment, discretion and a high degree of professionalism.
