Tony is a highly respected municipal leader, prior Chief Administrative Officer, with decades of experience across municipal, public, and private sectors. Tony previously served as Chief Administrative Officer for the Town of Tecumseh, Interim CAO for Amherstburg and Chatham-Kent, as well as Interim President & CEO of the Windsor-Essex Regional Chamber of Commerce. His career also includes senior executive roles with the Region of York, Town of Oakville, City of Windsor, and Transit Windsor. Tony holds an MBA, is a Certified Municipal Officer, and has led portfolios spanning governance, finance, budgets, public transit, and municipal administration. Tony has also held numerous leadership roles within professional and community organizations and is the recipient of multiple provincial and alumni awards recognizing his impact and service.

Maureen is the former President and CEO of LucasWorks!, a successful recruitment firm in Southwestern Ontario with offices in Windsor, Kitchener, London, and Woodstock. Over 13 years in business, the company grew to become one of Canada’s most successful female-owned businesses, recognized and ranked by Profit Magazine for seven consecutive years. In 2017, Maureen sold LucasWorks! to a leading Canadian staffing firm.Deeply engaged in her community, Maureen has served on the Executive Board of the Windsor-Essex Regional Chamber of Commerce, the Board of Governors for St. Clair College, and as both a Rotarian and Past President of the Rotary Club of Windsor (1918). She is also the Co-Founder of 100 Women Who Care Windsor-Essex, a group dedicated to supporting local charities. Maureen was honoured to serve as the Entrepreneur-in-Residence at the University of Windsor’s EPICentre from 2017 until its closing in 2024.

Mila is a seasoned business executive with over 30 years of deep expertise in organizational leadership, strategic planning, employee relations, culture transformation, and human capital strategy. She is the Principal of Lucio & Associates, where she provides executive coaching and strategic advisory services. Mila previously served as Executive Vice President, Human Resources & Social Impact at GreenShield Canada, where she was a key member of the executive team for nearly a decade. Her career also includes serving as Vice President of Human Resources at A.P. Plasman Corporation, leading HR strategy across Canada, the United States, Mexico, and Japan. Mila’s experience spans across industries such as natural gas, insurance, health care, not-for-profit, and the automotive sector. Mila holds an MBA and a Bachelor of Commerce from the University of Windsor, and executive designations including GPHR, CHRE, and Executive Coaching Certification (CEC). She has held numerous leadership roles within professional and community organizations, including Chair of the Windsor-Essex Chamber of Commerce (2020–2023), St. Clair College Board of Governors, and President of HRPA Windsor (2009–2011).

Manal is the Founder and Principal of Sayid Consulting, a strategy and facilitation firm specializing in participatory planning, organizational strategy, and workforce systems design across the public and nonprofit sectors. With an MBA and a background in human resources and change management, she partners with executive teams, boards of directors, and leadership groups to navigate complex organizational dynamics and align workforce strategy with long-term mission and culture.

Manal also serves as Regional Director for North America with the International Association of Facilitators (IAF). Her leadership within this global professional network exposes her to diverse organizational and cultural contexts, strengthening Logic’s advisory capacity and enhancing its ability to support clients in designing workforce systems and hiring practices that are responsive, adaptable, and aligned with today’s complex talent environments.

She is known for her systems-thinking approach, helping organizations examine how recruitment architecture, leadership decision-making, and organizational culture intersect to strengthen candidate experience and design structured, bias-aware hiring systems that expand access and promote equitable opportunity. Her work emphasizes procedural fairness, transparent decision-making, and sustainable talent pathways that support both immediate hiring needs and the long-term retention, engagement, and sense of belonging necessary for organizational health.

Bruce is a respected healthcare and emergency services leader with more than 40 years of experience in EMS system development, municipal governance, and integrated healthcare delivery. As retired Chief of Essex–Windsor EMS, he oversaw emergency services operations, finance, and strategic planning, while playing a key leadership role in the region’s COVID-19 response. Throughout his career, Bruce has been recognized for advancing patient-centred, sustainable

service models that enhance system efficiency and align with provincial and municipal healthcare priorities.

A collaborative and strategic leader, Bruce has worked closely with hospitals, long-term care homes, municipalities, and community agencies to strengthen system integration and improve service delivery across the continuum of care. His approach reflects a deep understanding of both frontline operations and executive-level governance.

Dr. Mary Jean Gallagher – Education

Dr. Gallagher is a highly respected education leader with a distinguished career in system-wide improvement and student achievement. She previously served as Chief Student Achievement Officer and Assistant Deputy Minister of Student Achievement for the Province of Ontario, where she led Ontario’s successful system-wide education improvement agenda from 2008 to 2015.

Her leadership experience includes serving as Director (Superintendent) of Education for Canada’s southernmost school district of 85 schools, as well as Superintendent of Staffing and Development. Dr. Gallagher has also held key leadership roles as Chair of the Council of Ontario Directors of Education and CEO of the Ontario Education Improvement Commission.

Dr. Gallagher is the founder of M.J. Gallagher and Associates, where she advises a global client base including Departments of Education in Victoria, New South Wales, and the Australian Capital Territory, along with international organizations such as the World Bank and the Inter-American Development Bank. Her work spans national and regional governments and education systems across six continents.

She is also an accomplished author, having co-authored The Devil Is in the Details: System Solutions for Equity, Excellence and Student Well-being with Michael Fullan. Her contributions to education have been widely recognized, including receiving an Honourary Doctor of Laws from the University of Windsor in 2008 and being named Canada’s Outstanding Education Leader in 2016 by The Learning Partnership.

In her role as Advisor, Dr. Gallagher will help Logic bring deep strategic expertise in education, providing insights that will strengthen our capabilities and support excellence in delivering talent solutions within the education sector.
