The Opportunity:
Logic Executive Search & Workplace Solutions is proud to partner with the Municipality of West Elgin on the recruitment of a strategic and experienced Manager of Corporate Services / Treasurer. Reporting to the Chief Administrative Officer, this role provides financial leadership, oversees the Finance/IT department, and fulfills the statutory responsibilities of the Municipal Treasurer under the Municipal Act, 2001. This position plays a critical role in fiscal planning, risk management, asset management, insurance oversight, and supporting Council, Committees, and internal departments with expert financial guidance.

What You’ll Be Responsible For:
- Lead and supervise finance staff responsible for accounting, taxation, utilities, and financial operations
- Oversee daily financial management, ensuring compliance with GAAP, legislation, and Council direction
- Support the CAO in developing long- and short-range operating plans and financial strategies
- Prepare annual operating and capital budgets, including detailed forecasting and monitoring
- Review and apply for provincial and federal funding opportunities
- Ensure accurate and timely financial reporting including HST, tax rolls, rebates, and statutory submissions
- Manage municipal banking functions, investments, borrowing, and trust accounts
- Oversee payroll for Council members, employees, and volunteers, ensuring legislative compliance
- Manage municipal trust funds, tile loans, and drainage assessments
- Conduct property tax system reviews, including delinquent account oversight and recommendations
- Work with auditors and lead audit preparation activities
- Oversee municipal insurance and risk management programs
- Lead or support policies related to Treasury, IT, and risk management
- Collaborate on development and maintenance of the municipal asset management plan
- Provide support to Four Counties Transit and associated legislative requirements
- Attend Council and committee meetings as required
The Ideal Candidate:
- Bachelor’s degree in Business Administration, Accounting, or related discipline
- CPA designation required
- Seven (7) years of progressive experience in municipal finance or a related public-sector environment
- Strong knowledge of financial principles, municipal accounting, and GAAP for local government
- Knowledge of Keystone, CityWide, or other municipal financial systems
- Understanding of statutory requirements under the Municipal Act, 2001
- Strong understanding of ESA, OHSA, and relevant provincial legislation
- Proficiency with Microsoft 365 applications
- Strong leadership skills with the ability to develop a high-performing team
- Highly organized, analytical, and able to work in a fast-paced environment
- Excellent communication and political acuity when working with staff, CAO, and Council
- Valid Class G Driver’s Licence
Complimentary Experience:
- Experience with municipal asset management planning
- Experience with transit operations or municipal service delivery oversight
- Active membership with AMCTO and/or MFOA
- Experience coordinating external consultants, insurance providers, or auditors
- Experience preparing reports for governance bodies such as Council or Committees
