The Opportunity:
Logic Executive Search & Workplace Solutions is proud to partner with the Town of Wilmot on the recruitment of a strategic and collaborative Director of Financial Services / Treasurer. Reporting to the Chief Administrative Officer, this role performs the statutory responsibilities of the Municipal Treasurer under the Municipal Act, 2001, and leads the financial stewardship of the Township. This leader oversees budgeting, financial reporting, long-term capital planning, risk management, taxation, payroll, audits, asset management, and IT oversight while fostering a strong, inclusive, and high-performing Finance team.

What You’ll Be Responsible For:
- Providing overall leadership and direction for the municipality’s financial operations and long-term financial strategy.
- Protecting and strengthening the Township’s financial position through sound fiscal planning, accounting policies, debt management practices, and financial controls.
- Leading the development of annual operating and capital budgets, long-term capital forecasts, and asset management planning initiatives.
- Providing financial expertise and strategic advice to Council, the Chief Administrative Officer, and departmental leaders.
- Overseeing all accounting functions, including accounts payable, accounts receivable, payroll, general ledger administration, investments, cash management, banking, and financial reporting.
- Directing the annual audit process, year-end financial reporting, Financial Information Return submissions, and related compliance activities.
- Ensuring compliance with applicable municipal legislation, taxation requirements, HST regulations, and financial reporting standards.
- Administering municipal debt portfolios, debentures, borrowing by-laws, and related financing activities.
- Overseeing all municipal taxation functions, including tax rate calculations, billing, collections, and tax sale processes.
- Leading financial risk management activities and supporting the municipality’s insurance and claims management programs.
- Maintaining relationships with financial institutions, government ministries, funding agencies, and external auditors.
- Supporting grant funding initiatives and providing financial guidance regarding provincial and federal funding opportunities.
- Leading, mentoring, and developing a dedicated finance team while fostering a culture of accountability, collaboration, and continuous improvement.
- Guiding the department through organizational, legislative, and process changes while maintaining strong employee engagement and service delivery standards.
- Serving as a collaborative member of the Corporate Leadership Team, working across departments to identify opportunities for innovation and operational improvement.
- Preparing and presenting financial reports, bylaws, and recommendations for Council consideration.
- Leading legislative reporting requirements, including Development Charges, Federal Gas Tax, Public Sector Salary Disclosure, Council Remuneration, and other statutory reporting obligations.
The Ideal Candidate:
- University degree in Business, Commerce, Economics, Accounting, Finance, or other related fields.
- Chartered Professional Accountant (CPA) designation is required.
- 7+ years of progressive finance experience within a municipal environment.
- Advanced proficiency in Microsoft Office Suite and ability to learn new financial systems.
- Strong knowledge of municipal budgeting, taxation, asset management, debt financing, financial reporting, and legislative compliance.
- Strong leadership capabilities with experience guiding teams through change.
- Excellent communication and interpersonal skills, with the ability to collaborate across departments.
- Strong understanding of municipal legislation, governance, and regulatory reporting.
- Ability to work effectively with Council, senior leaders, government agencies, and community stakeholders.
- Must be able to provide a Clear Criminal Record Check.
Complimentary Experience:
- Experience in asset management, long-term financial planning, or municipal risk management
- Experience with ERP implementation, modernization, or systems integration initiatives is considered an asset.
- Experience in IT oversight within a municipal environment.
